Note to Attorneys:
Since VTC's beginning in Montgomery County we have seen a huge amount of participation from attorneys assisting veterans and soldiers. We hope that support will continue and grow. It is up to you to help future participants make their first steps into our program. The VTC Team is doing their best to make this process as efficient as possible. Welcome!
Court Schedule
VTC is open to the public. We always welcome guests to our court sessions. Court is held every Tuesday in the DIV I courtroom. Court begins at 1:45 pm. ​

VTC Group:
Tues @ 12:00pm - DIV I Courtroom
VA Group: 
​Tues @ 12:00 PM - Upper Level Classroom

 1.  Talk With Your Client
  • Walk your client through the VTC Participant Handbook.
  • Explain to them that this IS a treatment program NOT a way out of charges.
  • Explain that the program requires all participants to have an alcohol monitoring device for at least 150 consecutive days at the start of the program.
  • If the client wishes to pursue VTC the attorney completes the application process.
  • The client must attend VTC orientation presented on the 1st Monday of every month at 9:00 a.m. located at the VTC Office (121 S. Third St). Please remind your client that this is a requirement for anyone applying to the VTC. They will also complete an intake assessment prior to their application being considered for an offer.

 2.  Complete the Application
  • Applications will not be considered unless they include the following:
  • A copy of the participant's DD-214 (Member 4 copy for veterans) or STP (if they are currently enlisted).
  • A completed application form.
  • Copy of warrant(s).  For DUI charges, please include documentation of BRAC if not included on warrant.
  • Once the application is completed and necessary documents have been submitted to the VTC, the application and assessment will be reviewed and then the application will be submitted to the DA's office for NCIC processing and for the DA to provide an offer. The DA will determine if an offer will be provided and once complete the offer will be given to the VTC. The VTC Court Liaison will contact the attorney's office and provide them with a copy of the offer so they can review it.              
3.  The VTC Team Deliberates
  • The VTC Team considers the application and votes whether to accept the client and proposed disposition once an offer has been provided by the DA.

 4.  Decisions Are Made
  • The attorney and their client will appear at scheduled VTC Session and are informed of the VTC Team's decision to accept or not accept the client into the program.
  • The client informs the court of their choice to enter and signs the contract if they have not done so prior.
  • If your client has an Implied Consent charge - be prepared to plea on this charge upon entry to the VTC Program. Please have the Judgement Form prepared and ready.

5.  Client Graduates​
  • The attorney will be notified when his/her client is nearing completion of the VTC program.
  • The referring attorney is responsible for all necessary diversion and expungement related forms and documents upon completion of VTC program.

Participant Handbook
Participants will receive a handbook during orientation. Attorneys' should go over the handbook and court expectations with their clients before they appear in court to begin the program.​
VTC Application
Applications will not be accepted unless they are complete and have all necessary documents. Completed applications are sent to the VTC Program Director, David Smith, or the Court Liaison, Chelsey Anderson.
